'demilitarized' is a process that is supposed to make them useless.
eBay used to have lots of material, particularly from Israel, that looked like it had been in a garbage compactor or crusher.
There is probably a procedure for doing this that normally includes crushing connectors with a pair of pliers. It certainly includes erasing any non-volatile memories.
It basically reduces working units to parts units or scrap.
It basically makes stuff uneconomical to repair.
Sometimes companies do a similar thing for tax purposes.
The need for demilitarization sometimes comes through association. Example a normal screwdriver, that you can buy at any hardware store, can become a patriot missile spare, if it was bought for that program.
