read the Oszi Information more handy.
I need the initialization sequence, to receive data from the Oszi.
I could do this with wireshark, but maybe someone can help me out.

I know nothing about Delphi, however what you want to do is find a library that allows you to communicate with the scope using NI-VISA. A quick google search shows some promising app note from Agilent on the matter.
If you can get to that point, then it's simply a matter of sending it text based SCPI commands which are all documented in the programming manual for whichever scope you've got.
If you really want to communicate with the scope without the aid of NI-VISA libraries, then you can do it, it's just a hell of a lot harder. Here's a short investigation I did into it quite a while ago using Python implementing USB-TMC to control the DS2000 scope.
