Fluke 714 Issue

A Fluke Thermocouple Calibrator with no sensor or wiring attached is giving a reading, on thermocouple range the temperature reading just floats around and sometimes reads OL which I would expect. On the mV input range it reads a fairly consistent 50-60mV.

I have just paid for calibration i.e. it is now sealed. 

Is this normal behaviour for this instrument? Would you question its use where a calibrated instrument is mandatory?
