Yes, here are some "snips" from the i3systems' SDK installation scripts.
# move i3Vendor.rules
mv ./i3Vendor.rules /etc/udev/rules.d/
$ cat i3Vendor.rules
SUBSYSTEM=="usb", ATTRS{idVendor}=="0547", MODE="0666"
SUBSYSTEM=="usb_device", ATTRS{idVendor}=="0547", MODE="0666"
Maybe you need to restart udev to apply the changes.
Alternatively you can make teq1drv setuid root.
Something like this:
chown root teq1drv
chmod u+s teq1drv
