As no one has answered, I will comment.
You will likely only get firmware for that camera direct from FLUKE. The cameras specification makes it a Dual Use Technology controlled product so you may have to go through an end user approval process with FLUKE customer services. Are you looking for a firmware update, or a complete copy of the firmware ? Updates are released but the complete firmware build is not normally supplied as FLUKE state that such a task is ‘Return to Base’ for repair/rebuild and recalibration.

Searching only update.
Before it became clear that the camera was not working properly, a device with the "trade secret"level was photographed. A refund to the manufacturer is not possible. There we are talking about tens of millions of dollars. It's a pity, but I recommended buying the bestest camera. Now I will pay it until I die.
Sounds like beginning of bad story but I think it will sort out, Fluke cameras look at trade secrets on daily basis I guess) Fluke website says it stores images on SD card, no big internal cache is mentioned or needed(like in DJI drones, for example) - so they wont see any secrets if you send it to manufacturer with another SD

1. The image in the picture is too low resolution (like 160x120). The camera settings are not saved after the power is turned off. Menu is not same as in user manual. After 10-15 minutes of use, picture is abnormal (sometime is freeze).
2. if I were developing this camera, I would have built in additional memory there (in addition to the existing SD card)
And because of the "repair on the base", I would have received all the pictures.

2. Its American company, they'd get sued and lose their reputation for that) i think it can have some small cache for stitching 1 hires 2048*1536 photo from 8-16 1024*768 ones(if it stitches them internally, not with PC software), you can overwrite it with lot of 160*120 images or 1min video)
I have a FLUKE Tix580 (the same series has tix500 tix520 tix560).
When upgrading the firmware, the power is cut off suddenly, resulting in the upgrade failure. It cannot start normally now. The screen will close after only 2 seconds of each startup. The system seems to have crashed. Do you know how to recover?
I used it for a long time. Finally, the firmware was successfully refreshed in offline mode, and then worked normally.
