Keysight 34465A no power issues.

Okay so I bought this a few months back then I moved it and it wont power on no standby, nothing.
There is scant information about this type of fault, and I've gone through the basic tests - I get the 15% +/- 25% (18v), but no 10V no 5V (which is fed from the 10v from what I see) and no 3.3v.

Does anyone know what is governing the power up sequence? I see a TPS 650701 on the front panel and it looks like its checking or generating 1.2/1.5/3.3v.

Is there a power management ic thats not turning on regulation?
Is the 3v3 generated on the main board or on the front panel and fed back - i see a big inductor on the 3v3 line on the front panel.
Is there a standby voltgae test point?
Does anyone have any work theyve done on psu startup before I start probing out every single component on the board trying to trace the 3v3 line and figure out the sequence.

okay so a bit of an update if i scope 3v3 it switches on briefly for about 5ns so clearly a caps either shorted or something else is dragging it down is this likely to be the spear mcu?

What colour is it, tan or newer black unit?

Its an older tan unit, but it had never really been used screen protector still on and was boxed up for years.
