Android VPN sharing, Wlan relay questions...

Hi friends, I want to share my VPN on Android phone to other devices. Now I'm using a proxy APP, it works but I'm not satisfied.
1. I want the clients to use the VPN without setting proxy. In other words, the shared hotspot should be a "full" VPN envirenment. Seems that need a rooted device, correct?
2. Is it possible to share the VPN without using mobile data? I want the phone to be a normal client of a existing Wlan router, while broadcast a hotspot with VPN, is that possible?

Given that you don't want to use the phone functionality, wouldn't this make more sense to not run on a phone and use proper router on your network, rather than try to root android to force it to do what you want?

Because the VPN is an APP and only works well on Android.
It does have instructions for running on modded router firmwares, but works poorly.

It doesn't have to be a phone, an Android tablet would be good either.
