I take it the old one is completely open?
dam it replaced the res and reasembled it tested and it poped it again so there must be a short some where else in the thing
Well, yeah, that is expected unless you tracked down why the original one blew up in the first place.

You need to trace out where that goes to find out what it is supposed to do so you can compare it to see whether the currently measured conditions make sense. Like, if this is an output that goes to a solenoid, is the solenoid shorted? etc.
First of all, follow that trace to the external connector and see what device it connects to. Wiring diagrams for appliances are usually included inside. It won't show
schematics of the individual modules but should at least show you which wires on this module's connector go to whatever else...
