Component identification

I have a FAN controller (home decorators) which control a 3 phase variable speed motor and the dim light
But the important is:
There is a sto23-5 that supposed provide power for the MCU and remote control receiver portion, but on the 5v point test i only have  5v peek on 60hz but just 10 percent duty, so the MCU don’t have power to run
This sto23-5 receive 170vdc (rectified from 120vac), it has a few capacitor, resistor e diode around

On the bottom it has C278 noted and on the top it has IAFAK noted

Any idea what is that?

Thanks fazbkar, you are right. Now next question would be, any idea where I can buy it? I checked digikey and mouser but the restock will be in 1 year. Any idea where to buy? Or if there are a replacement? I just need 1 (or couple for spare) to fix my fan that use DC Motor.
