The question would be: What means "good accuracy"? High precision or being able to hold the precision over a long period of time? I have some old fluke bench DMMs here, the oldest 40 years, and they are still within spec...
When you would use it around the house, probably a handheld DMM would be a bit better.
Anyway, when you are willing to buy used equipment, go for some reputable brand and a seller with good ratings.
Für 200 $ you can get a Fluke 87-V or similar, maybe some 17x model also would fit the bill.
As bench multimeter some old Fluke 45 could appear, as well as some HP 3478 or so- but in the latter I only would buy from sellers that can guarantee the ok state of them.
HIOKI might be some tip, the stuff they make is quite nice. A DT4252 has a base accuracy of 0,3% plus 5 counts (which is not bad, but not really good..), a DT4261 would probably what you need, but list price in the Hioki JP shop is a bit above your pricing idea...
