I think I may have solved at least one of my issues.

You must enter the option number (e.g.: 226) and THEN the license number.

 (Picture of me beating my head against the wall!)

Personality 226 - Phase Noise is loaded and activated.

I will now need to go work on the others in a little bit.

I tried the new license key for that personality.  Unfortunately I still receive the "License not valid" error message.

Very strange, I double checked everything on my side and I can't find a reason. Maybe this model uses different seeds to produce the keys but the only way to verify that would be another user that has a working key for this model.

@TV84, any idea?

Thank you again for all of your help.

To review....

Option 226 - Phase Noise - Successfully loaded and operational
Option 229 - Modulation Analysis - Successfully loaded and operational

These were obtained as zipped files that I was able to simply unzip and install.

Problem areas...

Option 219 - Noise figure
Option 225 - Cable fault location
Option 228 - Bluetooth

The only files I have been able to locate for these are the EXE application files.  I have followed the instruction sheet from the Keysight web site on both a Windows 10 and a Windows 7 machine.  The error message is the same - that my version of Windows cannot run the application.  I have also tried to run the file under previous versions of Windows using their "Previous Versions Adjustments."  Still no luck.

Does anyone have these file packages they could upload in a zipped form?

BTW, thanks to you, Paul - I have the applications I was really looking for, so these packages would simply be icing on the cake.

Let's see if anyone has these files already. If not I can try to 'unpack' them on a virtual XP system, maybe my memory was wrong and I didn't use Windows 7 for this.

I used the key generator to add a few options to my E4402B, but after doing so, there is still a problem. The licenses installed correctly, and they show up in the installed licenses screen, but there is only the option number and the license key shown. Unlike the other options that came preinstalled, the "Name" field is blank. Is that to be expected?

Of more concern is that I cannot find any of the newly installed options (e.g., Phase Noise) in the "Mode" screen. Am I doing something wrong?

Did you also install the corresponding software package? Yo can pre-licensing any option - but without feeding the instrument with one or more diskettes, the textfield naming the option remains empty.

No, I did not. The only software package installation files I could find on the Keysight website were for the J35/J36 options. Where might I find files for the other options?

I was able to find the personality disk image creation .exe files for options 219, 226, 227, J35 and J36. Now here's the new problem: when I try to create the install floppies on my Win 7 PC with an external USB 3-1/2" floppy drive I get the error message:

This image is not compatible with any available drive.
Hint: -Disk images can only be duplicated on the same drive type they were created with.

Any ideas how I can create the floppies? Do I need to find a very old PC with an internal floppy drive, or is there another method?

Thanks, It worked. Can anyone please help for option 228 and 231? It gives error when try to run EXE.

How do I remove options?  I have an odd fault with the input (attenuation in "AC coupled" mode, but not DC coupled), having enabled a few options, and want to return to the pre-option state to test what's happening with each option.
Options recently enabled (due to this excellent thread and the options generator) are:
UKB - LF extension
1DR - Narrow Resolution
BAA - FM Demod (probably needs hardware)
B7B - TV Trigger (also probably needs hardware)
1DS - Preamp
AYZ - External Mux
