That’s not how I read it.
They explicitly say that when you’re willing to pay customs, it will be shipped immediately.
So what’s the difference for us, EU, to wait a month ?
There's nothing illegal here, one month is due to the transport channel selected, by train or by sea. These bulk shipments enters through the north of Europe, and all customs taxes and so on, are done at the arrival through some control countries. Destination customer only need to wait for the order or pay an extra custom fee depending on the value of the item bought (actually above 150€ you pay) If you need to pay, it will depend on the Tariff (Taric) tables of your country. For eg. in Portugal Oscilloscopes won't pay but AWG or WFG pay something like 2.5% to 4% import taxes, plus 4% to the state, plus local vat, plus some small values to cover administrative costs, and so on, and so on. And yes Tariff (Taric) distinguish AWG from WFG so values are different.
Let me add this, most of the times you don't pay more taxes when the merchandise is sent from some EU warehouse because import taxes are already paid, and the sender is a registered company in EU. Normally don't, but don't be surprised if you do, It could happen with some specific products.
Note: EU is planning on removing the 150€ value and charge custom taxes on all imported products soon. Maybe using the same principle as VAT, like you pay all taxes when you place your order.
If you are in a hurry and decide that you want to pay customs, they won't charge you VAT and ANY TAX upfront, and of course your order arrives fast at destination country, BUT could stall at customs bureaucracy paperwork and it's you that must process all the work with all costs/time involved.
I prefer to wait because it's less time consuming and in the end I save a lot of headaches, but everyone knows what is best for themselves!
