With or without, you still have the full cable length returning to ground.  All that changes is, the zeroes due to reflections inside the cable (it's a shorted stub) -- but these manifest in series with the ground-return impedance regardless.

I suppose the context of the meme template is not sarcastic, as the 'X' were actually destroyed, so it's maybe not the most appropriate use...

I was thinking along the lines of RF interference getting picked up by the long (non-zero-impedence) ground wire.  Might not be valid?

The original was in regard to transmitters, so self-interference would be the primary concern, but that will happen to, yup.
