When looking into the generated .fit file from WinCupl, the default is Pin_keep_mode = ON & Output_fast = OFF (see attached code).
To change the default, the following lines need to be inserted before any assignments in the PLD file:
PROPERTY ATMEL { OUTPUT_FAST = ON };
PROPERTY ATMEL { PIN_KEEP = OFF };
Have you checked if there is any difference between fast/slow slew rate?
Would not expect any difference with PIN_KEEP turned off.
